Finding cool social circle and joining it

Hello guys, my name is Nico. I know thats probably not the right place for such topics, but since placing topic in the right place got zero responses i decided do make a new one in a more viewed place. And already i want you to forgive me for any mistakes ill do since im now native english speaker.
So about 6 month ago i moved to Saint Petersburg where i currently live, study and work. The only friends i have here are my former classmates from school and we rarely meet(like once in a few month or so). And so i decided that i need to find new cool social circle and somehow join it. I know thats possible since a few years ago i met this guy Max from Ukraine. He was cool dude, and after a short time he knew a lot more cool people in my hometown then i. And he just moved here man, ive been living here for 18 years and this new guy already met so much cool people? I thought he is some kind of social genius. So then i lost contact with Max tho we were good friends and i cant find him in VK(russian FB). I know that he probably met my social circle just by playing volleyball with my friends. So he played with my friends and what he did after? Just proposed to hang out some time in the future?
So guys i want you to help me realize in which places i can find cool social circles(cool guys and cool girls always doing something interesting like parties or clubing, or just hitting bars some shit like that)?
And how do i join this social circle without being overly needy? I know this site has lots of good articles about this, like Guide for Guys New in town where chase recommends to find guy who will meet me with all cool people? I just dont understand who is this guy? Where do i find him? Whats he will be like?

Check out the weekly couch surfing parties, meet up groups, language tandems, Facebook groups. For example I was recently in London for a short visit. I went to a different city where I went for a couch surfing event. Made friends with a few people that invited me to more events later that week and also provided the social proof.

Social circle based on interests. Go DO THINGS with people. Preferably out doors and activities that lend themselves to conversations that meet regularly. Weekly is good.

Running or hiking group
Target sports group league (shooting, archery, darts, bowling, shuffleboard, curling, bocce, etc.)
Trivia night at a bar
dance class
wine tasting group
dog training classes
CPR class
cooking class

volunteer group - Fire department, Search and rescue
