A person who remains neutral
It might not seem it at first but it is a buying sign. The reason why is that most people don't want to give away their feelings to someone they don't know, so they are cautious about acting on or overtly showing their curiosity. But make no mistake a neutral reaction can mean, they are listening have time and do like that you are there. The trick to spotting it is that the person has not chosen to give negatives,but has opted to give you time.
It might seem like a simple thing, but it should be be useful, because after initial approach and starting a dialogue you want to scan buying signs to judge if you can flirt and in what way.
Neutral isn't bad, it's actually pretty decent as buying signs go. So take it as a way to kick it up a gear.
Now... Why do you kick it up a gear after a buying sign?

Just be a bit more discreet on some types of neutral, cuz some girls are just lazy or unreactive due to having a bad vibe.
So read the vibe a bit, but typically neutral is just as good as positive
