The word "stare" might have had a bit of a negative connotation here, fox. It might have come across as cocky and arrogant rather than smooth and confident.

You might have better success with a line such as the following:

"I happened to catch your gaze, and I am glad that I did. Do you come here often?" Make sure to throw in a warm, sexy smile with this as well.

Kudos on acting on your intuition, though. It seems like approach anxiety is becoming a non-issue for you! ;)

Yeah I agree with what Franco said, it may have come off a bit cocky. Now here's the thing, you have to remember that communication is just 7% of your words. The way you approached, your body language, your tone of voice, facial expression etc. may have contributed to the girl going cold. Overall though man, good for you for trying something new and then tracing back your steps to see why what you did doesn't work, that's how you learn! Just know for next time that if you are going to cold approach a girl in a similar situation, either change what you say, or if you are going to use the same 'line', then try playing around with your vibe as you said, how you say things, and basically your non verbals.

I also seem to have a coldness issue with some girls. Often enough beautiful girls begin acting very cold even before I've said anything, which makes me wonder what could cause that: I'm generally quite warm, at least I honestly try to be. Do they see me as "high" or "low" value when they act like that? Or is it something else?

If girls feel like they're making it VERY obvious, you need to respond fairly quickly and incredibly warmly. I usually won't even properly open when it's too obvious; normally I'll just start talking. "So what are you drinking?" very warmly, calmly, conversationally, etc. - as if we'd already been talking a while and I was just changing topics.

You essentially assume her obvious interest as already having opened you, and go from there. So long as you capitalize on it quickly enough, you can usually avoid auto-rejection. If you wait too long, it won't matter what you do, she'll already have decided she hates your guts for ignoring her.
