Early boyfriend and intimacy

Hey guys, there's a question I've always been curious about. So, I do get concept of "early boyfriend", you shouldn't get into relationship with girls you haven't been intimate with, BUT, what does being intimate mean?
So, I'm in my teens right now, and girls are very conservative about all this stuff, especially losing their virginity. If i manage to bed them without penetrating, like only oral, clit stimulation etc, does this count? Is it ok to enter a relationship after this?
And also, there's 1 more thing that bothers me. What if I enter a relationship BEFORE being intimate in any way (nothing more than kisses), and only after officially becoming a couple We begin being intimate, what's up with that?

I can't speak from personal experience, but I had a couple "natural" friends back in middle/high school. I had a few "girlfriends" back in those days but was never sexual with them.

I'm going to say "yes" because that's what my friends did. Of course, they were always pushing for full penetration, but for whatever reason they didn't lose their virginity until the summer between 10th and 11th grade. They had reeled several girls into relationships before that time. So my advice is: go for full penetration, but it's not a big deal if you can't!

I'm sure some of the other fellas like Casanova Jr.or Jake could speak on this, too. But I'd say at least make out with them. ;)
