Depends on the social environment and her interest.

IF she is feeling "diva mode" (HAHA), you can look at her while crossing the traffic lights and she will purposely look up to the sky.

IF she is looking at you, Bite her head off. nah kidding. There are girls who look at you but are not consciously there. There are girls who look at you and sometimes you walk past each other while still looking because neither of you stop. There's egos clashing there.

I don't know. Not looking at her probably wouldn't exactly be considered as playing hard to get, for these situations. So, if you don't look at her. Nothing is going to happen, but if you look at her, you're just a starer. Bit of a double edged sword
