Some girls you just can't date, i assume due to language barrier. For your case, it is still possible. Just keep it simple. My case was totally gone. She was total CHINESE.

Most of the time, lost attraction -> doesn't want to meet -> makes some excuse. So this is probably a lost cause. She went cold due to time lag, you had a great conversation but emotions cooled and she now can't remember all that much about you, assuming you even shared much info in the first place. But just in case it's recoverable, be honest and genuine, your response is too cold and PUAey. I suggest a voice call and telling her sincerely that you thought her English was great and you'd like her to have the opportunity to practice some more with you. Try to rekindle the emotions of the initial meeting and ask her out again at a high point. If she doesn't pick up, likely she's shy. Leave no message, either try again later or NEXT. If she replies to your voice call by text, call again immediately (don't let her wriggle out of a voice chat by text).

Yeah, I remember Chase saying that canceling on a date ups your value and the willingness of the woman to meet.
Same as scarcity.
But I find that most of the times you should just pound on the opportunity, rescheduling rarely helps
