Depends how the interaction ended and what you want from it.
Generally these days with girls that contact me who I've stopped initiating contact with, I usually give them very short, but friendly responses. For example, an interaction might go like this:
Her: Hey! What's up?
Me: Not much! Just been busy. You? =)
Her: Me too! Lots of work to get done
At this point, the conversation can either die out (and I don't waste my time with a girl who won't move forward with me), or... you could get a text within the next 48 hours along the lines of:
Her: We should grab that drink soon!
You: That would be great! What days are you free?
Her: Thurs and Sat
You: Cool, how does Thurs at 7:30 sound?
Her: That works for me!
You: Awesome. I'll see ya then
And suddenly that girl who wouldn't go out with you a few weeks ago is now suggesting the date to YOU. (In other words, she's chasing!)
Of course, if this was not a girl you were interested to begin with, then you could just not respond and cut her off completely. But if it was one you were interested in pursuing, you could turn it around in this manner.
EDIT: I should mention that you should never visibly "punish" a girl you haven't slept with yet. It'll come across as weak because a guy who is truly valuable and desired by women doesn't have time to punish the ones who don't want to see him -- he just goes and meets other women.
