IOIs and flirt but refusing to meet: pursue or stop? Please help me understand

Sometimes I have difficulties at knowing when to draw the line and stop the interaction.

Just an example for a feeling I've had several times before:

(Re)meet this girl.
(The first time was rather good, she kept hanging around though she didn't want to re-meet as she says she has a BF).
I say hi, tell her we've already met and she nods and smile and keeps walking alongside with me.
Doesn't give me too much conversation but keeps it going.

When we stop for the train she looks at me up and down and smiles while looking away, a bit shyly (IOI).
She keeps smiling frequently.

When we get in the train she goes to sit though rather than stay around me and I don't go to sit.

As she gets up to leave she looks at me and smiles again.

I go off at the same stop as it's my stop as well and once again I get alongisde her and ask her where she's going.

She smiles, seems happy I'm around but doesn't want to tell me where she's going.

So I tell her where I am going and tell I'd like to meet her for a coffe.
Again a no, quite clearly: "she doesn't want to".
Fair enough, but her behaviour still seems to say the opposite

I just said "nice meeting you for the second time" and went my way but a voice in me was saying I mismanaged the interaction but there still was a chance.
But I don't trust that voice .

After a first no and a failed compliance request you're at high risk of coming across as creepy, so would you call it quits in these cases or would you listen to the gut feeling saying she likes you around and would you try to barrel through a conversation and then go again for a compliance request and/or a date request?

Be persistent, in a cool manner. There is a article on GC on persistence and that would be ideal to read.
