Is it really okay to say "it's okay"?

I recently read up on some of the articles in the site, like what to do when girls flake. And how when she gets back in contact and apologize to play it cool and say it's no big deal.

So my question is, isn't this an invitation to have her do it again? Like indirectly saying that she can flake whenever she wants?
Wouldn't it be basis for NEXTing her, or call her out in some toher way? I'm confused about this.

You say "it's okay" only if she apologizes and offers to make it up to you, so you reward her for it. However if she doesn't, and acts like she didn't do anything wrong and that it's your job to wait for her, then no, it's not okay.
