Is she busy or politely rejecting me?

Got a girl's number at a club. We danced a bit, went for dinner with friends after, and exchanged a simple text the following day.

A few days later I invited her out to a concert, and she said she'll be out of town, said she hopes I have a good time. How do I propose another date to find out if she's actually busy or just not interested, without coming across needy?

Just follow up in a couple days and propose another date... If she is interested she will make herself available.

Another thing to consider is she may not have been interested enough to go to a concert on a first date. Try something simpler like a drink or coffee.

Why are you inviting her to a concert? That's too much work for her, and would lead to flakes. You want your dates to be simple. Just invite her for coffee or a drink, try and take her home afterwards. Don't know if this can be salvaged though -- there's already negative compliance built in by her now saying "NO". Good luck.
