Is this girl leading me on?

Basically, the gist of it as follows:

1) Girl likes me originally. Always say aloud in front of our mutual friends that she likes me, wants to be with me etc....

2) Almost a year passed and I did nothing (too aloof back then, no interest in her, kinda ignoring her last time)
After a year, I started to realize she's cute and sweet etc.
Recently I asked this girl out. I gave her a date and time, and she say she can't make it. And she re-schedule the date to after she's back from her trip.
So, yes, we had a date.

3) The date is 2 weeks from the time I ask her, as she is going overseas with gal pals and family (validated by me).

4) Now, 2 weeks later, 1 day before the date, I text her, and she replied saying she realized that she forgot to tell me she had an event on the day of our date (the event is valid as well as it was planned before she left for trip).

Our text convo as follows:

Me: Hey Annie! Remember our lunch meetup? <time and location here> See you! :)
Her: Holy shit, did I forget to tell you I have <insert event here> tomorrow?
Me: LOL nope, you didn't tell me you were unable to make it. It's ok, some other time! I've 3 more tries left to ask you out!
Her: I'm sorry, Dad7. Why 3 more tries?
Me: For some stuff, I quit after trying 3 times. :p I'm curious, how many tries are you gonna give me? :p
Her: Giving you unlimited tries for a whole lifetime.

Another thing is: Whenever I ignore her, she would come onto me. And when I try to take it a step further, she closes up slightly and the cycle repeats.
Also, she kissed me previously (part of a dare game by friends) and didn't shrug me off when I put arms around her shoulder.

So what is this? I need an experience guy to decipher this.

Also, is this a case where confident persistence would work? I read that as long as the girl doesn't give an outright "NO" or ignore you totally, you should not next her so fast.
