Usually, when you do things at a fast pace, whether that be movement, talking, hand gestures etc. its because you're nervous. A perfect example of this is how someone who's anxious might start taking short and shallow breaths.
Jack Sparrow is an exception to this. He doesn't move fast because he's nervous or anxious or anything like that. He does it because that's a part of his character. If you'll notice, even though his movements are fast, he always seems very calm and collected. Like he doesn't have a worry in the world. It's this sense of control that's attractive. Slowness is just one way of expressing it. There are other non-verbals which come into play as well.
Plus, it's not only as simple as his fundamentals. He goes out and does badass things which women adore (ex. fight pirates, go on adventures, come back from the dead, etc.). And he has a very witty sense of humor which James Bond lacks.
