Has anyone broke down how to vibe...when people are speaking with statements (instead questions)?

My guess is that the key to vibing is understanding what the subcommunication is. What are the people trying to accomplish? I have a difficult time with this sometimes, so a breakdown of how to vibe would be fantastic.

Example:

PERSON: I finally just got out of work. Need to work on my paper...have to cram on my homework...damn it.
YOU: ???

Is the person just venting/complaining? Why? And how to respond?

If venting, is the person just looking for agreement? So you side with him/her and say that sucks? Would it be better to make the person feel better without lecturing? How about this response:

YOU: I'm sure you'll ace that paper though...you're smart.

I've also read somewhere to tell people when they vent/complain that you have full confidence in their abilities. It seems dick-ish in a dismissive way though. Thoughts?
