Texting a Girl

I was wondering, does anyone have any progressive ideas towards my situation.

This is my situation:

A girl I like won't text me back, and I never get a chance to talk to her face to face, and her boyfriend is a douche. I rarely get to see her also.

I have the girl's phone number and I am able to text her.

A. She doesn't respond = she isn't interested
B. She has a boyfriend = most likely not interested
So forget her and get other girls.
