To me it seems like she is not interested. For example, she says:
"Usually when I'm in this phase where I'm NOT INTERESTED in seeing someone..."

She is young and inexperienced, she is clingy and so on. For girls it is difficult to reject guy who showed that he likes her, who is attracted to her, and who wants to be in relationship with her (she knows it, she can feel it). She can't really say No, unless she is experienced or just bitch, in her mind she simply doesn't want to hurt your feelings. She is still like you - as a friend, not as a BF. In her mind it makes sense because she is thinking FEELINGS, but it confuses a lot of guys because they think LOGIC.
It might be very difficult to analyze what she says and does, but it is actually quite simple. If she really likes you and wants you, she'll make everything EASY and SIMPLE for you. She may even invite you to her place, start touching you and kissing you. If she is not sure about you or doesn't feel attraction, that is when things get DIFFICULT. She flakes, postpone things, always makes excuses, always talks negative about something/somebody including herself and so on - while at the same time she always remains "nice" to you...
As young girl she is unsure of herself, and she is undecided, so if you really want her you can still get her by pushing quite hard. But there is always the chance that you will push too much and she will run away. Or you can simply stop chasing, walk away and focus on other girls...
