Anytime you have a problem on Tinder, the solution is always the same: Get better pics or move somewhere with more of the type of girls who would like your photos.

This is progress. You've gone from "not even on their radar" to "maybe I'll talk to him if I'm really really bored or I don't match anyone more attractive". Bottom line is, your pics need to get even better if you want results.
Another possible thing that might be happening is that you might have a great profile picture, but one or more of your other ones might be shitty. The girl might have swiped right based off your first photo, but then once you actually messaged her, she might have looked through your entire profile and seen something she doesn't like. Keep in mind that it might not be just something about how you look. You might just be doing something douchey/unattractive in one or more of your photos (e.g. if you have a shirtless photo and your target audience is girls over 24, that's pretty likely to be a turnoff.)
