What to do when a girl gives you that shy, I don't want to talk to you hi? I'm saying hi to girls and they're giving me that shy hi, when you can barely hear them, and they dismiss themselves quickly.

Does that mean not interested?
What could you say to open her after that?
That's happening to me a lot now.

One of the biggest things about conversation for people starting out is learning to not let it die out and persist. Often times girls will do nothing but a shy "hi" because they don't know what else to say, and to avoid being awkward they just walk on.

That's why it's good to state your purpose for the interaction early on, especially with game as you are describing it. Going direct and asking, "Are you single?" or stating interest and saying, "You know, I had to tell you that dress looks amazing on your body" both work well. You could also be indirect and just ask directions even if you already know them or by striking up some kind of casual conversation, but it won't move towards until you indicate your interests in her.
