Build Rapport? Or go for the close?

Could use some advice on this:

Met a girl last year (right as I started reading this site), where I got a great vibe on the first meet, then struggled to move ahead. With too much work, got a date, grabbed a kiss (nothing more - never got her home), then she disappeared - she stopped replying to my texts. Now it's January this year, and I run into this girl twice on the street. I've reconnected and am trying to set up a date. We've had two scheduled that got canned - one because she never confirmed it over Facebook (so I cancelled it day of), the other because I got sick and cancelled on her last week. So here we are...

Here's my question: when I reschedule this week, should I have a short (1 hr) "rapport building" date (since we haven't talked in a year), where I deliberately keep it short to be a little cold/removed? Or do I plan to go for broke and try to bring her home? Given my read on her (kinda flighty, resistant to moving far), and logistical problems (it'll probably be a school night for me/work night for her), I'll encounter major resistance to taking her home on the first date. I'm not sure if the stronger move is to be a little cold at first (with a short date where I end it) or to go all-in (since she's already proven flaky, who knows if I'll get her out again).

Ideas? Or is one plan as good as the other?

the right date makes getting her back home a piece of cake
