It happened a lot of times to me that I -clearly- address a specific girl who's with a friend but then the friend replies.

Often happens when they go arm in arm.
I suppose it's because the friend is the dominant one, but how would you proceed then?

Tell the friend "I think your friend is cute and wanted to talk to her" or cut straight to the girl you're interested in?

The former feels a bit awkward, you can only do it for a short amount of time or it feels like you get sidetracked too easily and are asking for permission.
Going straight for your target though might piss the friend off leading her to drag the target away.

The polite thing to do is involve both in the conversation at first. There is always going to be a leader, and unless they want to push the other one on you they will take charge in the conversation. Introduce yourself and get their names, then you can clearly engage the one you are interested in.
R "Hi I'm Rocky, What is your names?"
A "I'm Amanda and this is Chloe."
R "Nice to meet you both. Chloe are you always this talkative? How does poor Amanda ever get a word in edgewise?"
C "Oh I'm just a little shy..."
R "Well is that true Amanda?"
A ""ha! yeah just ask her about her puppy and she won't shut up!"
R "Oh really, Got any pictures Chloe?"

the right date makes getting her back home a piece of cake
