Girl flaked on me night before lunch date. See gave her excuse and said we have to rain check it. I didn't make a big deal with it and texted her the morning after, but didn't offer a reschedule then and there. Should I have? Should I text her again tomorrow and suggest it or what?

What I do these days is just say "No worries, just buy me coffee or dinner sometime 
"
She'll either try to reschedule with you and you've got a date, or she'll just say okay and not set up a date. If it's the latter then don't respond, instead disappear. She'll hit you up in either 1) a month or two, 2) six months, 3) a year

Just leave it alone and move on.
You could try to get her out again, in a week, for what it's worth. But you'll be chasing. She'll likely flake again and then you can nail her on that.
Probably a waste of time though.
