Bro, unless you've got some infectious growth on your face and arms, are obese, and live with dwarfism, you're not a 1/10. Rather than rate yourself on a scale, it makes mores sense to recognize what good features you do have, and then what good features

I do the typical shit, smile, be social, but I dont just approach random groups of girls that are all together, because thats how girls are here at least, stay together the entire night really tight, and im pretty much always by myself even though my friends are in the same party. How could I go about this?
One thing I used to do to open is go up to them and make fun of these types of groups - I know exactly the type you're talking about. Here are some examples of being an sarcastic asshole to break these groups from their shields.
"Hey!! You ladies having fun being so anti-social?"
"Hey girls! Yea all of you with the faces. I know you're over here discussing algebra homework, but sometimes people do that talking thing at parties *sarcastic smirk / smile*, hi I'm Hue *extends hand to whomever*.
You can do this with your friends too! It takes the pressure off and makes the girls more likely to engage with you. Just say to your friend, "hey dude those chicks are hot. let's go and talk to them" and dive in. I'd even do this as soon as you see them, as to keep the moment exciting and not get in your head. You can do it alone, but that requires some nuts.
Usually (not always, sometimes they actually don't want to talk and you'll get rejected quickly) girls will smile and look and you with intrigue as the leader or one other girl banters with you. The style you're going for is lovable asshole, and it has to be clear you're fucking with them or else you come off as douchey and condescending.
What could I say or do so I can get laid?

right now your main focus should be on building your social skills and becoming comfortable in this party scene.
There's no magic bullet to, "say this" --> GET LAID. You must learn the skills of attraction, sociability, leading, and setting up logistics to be able to navigate situations that have opportunities to seduce a girl. House parties are some of the most fun to get better at this, and to steal girls away from their friends to hook up / fuck.
