I run into this situation quite often. It can be from approaches to dates. Girls string me along in an approach and waste anywhere from 10 mins to a couple of hours talking to me and eventually not letting me escalate. It can be because she has a BF or because she is moving to another city or she's just traveling in my city for a short time etc. They enjoy my company and give a hell lot of IOIs and I assume attraction but I either can't escalate because I'll be with them in a crowded place or they'll not let me escalate. Sometimes they come on dates also but won't comply when I try to bounce to another location or to my place but are happy to sit and talk with me for 3-4 hours. It's just a waste of time and I can rather go do something else or go approach other girls. This is a big sticking point to me. I have had 2 girls telling me they really liked me but one of them had a BF after 2 dates and one of them told she is going to leave the city after one date. I get very angry on them but I'm good at not showing off my emotions and come across as needy
Try being a little more polarizing in your early interactions. Call their bluff. You are being like their gay best friend if they come up with a boyfriend on a second date.
