Need help with pre-opening

Some standard pre-openers include lightly resting your hand on a woman’s arm until she turns to look at you, or placing your hand on her shoulder and perhaps squeezing her shoulder a few times if she is slow to turn. A half-second after her eyes are gazing at yours, you turn to her very casually with a warm smile and begin your verbal opener.

I don't understand how I should not look at her if I touch her, if somebody could explain this a little bit more precisely to me or show a video where it's done, It'd be really cool!

use your peripheral vision. You're over thinking it.
You could also simply call out "hey" or "excuse me" to get her attention, while not looking at her first.
Let her check you out before you make eye contact with her.
