I recently this article by Chase about compliments: https://www.girlschase.com/content/how-compliment-girl-youve-known-her-years

So I'd just like to throw this question to the court. I've realised that when a girl you're out with see you as high value, throwing out a sincere direct compliment about how pretty / captivating / whatever she is really takes away alot of momentum that you might have had (maybe because you're leaving the ball in their court now and leaving the work of escalating to them?). So in such situations, what a guy should do is just move fast and make things happen? Are there situations where you can throw out compliments even when a girl perceives you as high value?

Haven't read the article, at least not recently. Your question is a little confused. It seems you are asking these questions:

How to compliment... "I like your eye makeup. You look *fabulous*." or "You have a lovely smile" or "I noticed your skirt and I wanted to compliment you on your well put together look" et cetera.

When and how much to compliment... whenever you can do so without looking tryhard or supplicating. Also, be in the moment, don't be calculating. If you notice her cute painted nails while shaking her hand... turn them towards you, examine, compliment... just spontaneously. Being in the moment and removing internal filters takes practice though.

How does complimenting affect my value... a person who brings good feelings to those around them is perceived as high value. Just make sure your compliments come off right. Be sincere, if you compliment things that are too ordinary you might come across as trying to force a connection, or worse, sarcastic / taking the mickey. Also, don't supplicate and don't be too forward in some situations. e.g. if it's your teacher, maybe compliment her on the cut of her suit or her well put together look or her accessories, but avoid anything too personal like her makeup, nails etc and don't overdo it.
