Interested girls WILL check you, but your overall look MUST catch people's eyes. There's a difference between looking good and catching people's attention. When girls are out and about doing errands or busy doing something, their minds aren't focused on checking out guys, their minds are focused on a million other things. Therefore, your look has to snap them out of autopilot and have them focus on you, even if it's just for a second. I'll give you an example.
In summer, fall, and spring, I can count on getting plenty of female attention whenever I go out, however, come winter time, I feel completely invisible. Girl's eyes just glaze over with no long eye contact and no second looks. It took me a little while to figure out, but I finally did.
My winter outfit looked good, but was absolutely terrible at catching people's attention. My black military style peacoat looked good (I've got many compliments from girls over the years), but when I looked around at the winter crowds, everywhere I looked, nothing but black peacoats and black leather jackets - no wonder I felt invisible, I was just another brick in the wall. After that, I went out and bought a bright colored scarf to separate myself from the masses and it worked like a charm. Now, everyone gets a good look at me, so I can zero in on the interested ones more easily.
Sexy girls are masters at separating themselves from the masses with the way they look, sexy guys need to do the same.
