So how does one do street pickup without being creepy or giving off a "I come here to do this" vibe?
The vibe you want in street is essentially a bit excited, a bit enthusiastic, but not over the top. You're out shopping or milling about or walking around town, and you've just noticed this gorgeous girl you simply have to get to know... that's the vibe you're going for when you approach.

You can go around in "circles," provided the circles are big enough, of course. If there are squares or plazas that pretty girls congregate in, this can be a great place to meet women outdoors. Usually these are big enough that you can spend time walking around in them meeting women. Dave makes a point about creeping people out... I'd say judge based on what your goals are. If you're going to be running into these people and they're important parts of your life, then don't keep circling around. If they're strangers you're never going to interact with ever though, meeting pretty new girls and upping your game skills are more important.

It's best to have something you're going out to do, e.g., "Today I'm going to buy new boots." So, you leave to go buy boots, and you meet women along the way as you do. This also prevents you from having to do the circling thing too, which is a bonus! Of course, if your goal is pick up a girl and take her home, sometimes you won't have luck on the walk there and you do end up having to circle around for an hour or two or more if you're committed to picking up that day. You can fix your fundamentals and your approach, but after that it's all a roll of the dice...
