Trouble setting up second date, she always defuses

So 2 weeks ago I met a young (18yo) girl it went pretty well, we kissed each other and that was it.
We wanted to meet the next day, but the trains were blocked so she couldn't come.
I left her town, and told her to let me know when she's free so I would come visit again.
She didn't respond for 5 days, so I recently talked to her on the phone, she was still warm and receptive, and said she will get back to me with a date.

It's been 2 weeks (overall) now and she still hasn't contacted me back.
I think she's trying to keep me as a "backup option" because I'm a high value guy (rich, goodlooking, italian) with boyfriend prospects.
She doesn't seem to want to reject me directly, otherwise she would have done it on the phone or texted something like 'let's be friends blabla'.
She's flirting with lots of guys online, but they're all low value and none of them ever gets to meet her.

How do I continue? I feel like I'm letting attraction expire. I'm meeting other girls now, but wonder if there's anything specific I can text her to get a second date.

Invite her to something specific in your town for her to "spend the weekend" give her a couple weeks to work her schedule. Sounds like she is far away. Maybe still with parents? If you made a good impression she will come to you.

Sadly no way she would come visit me. She still lives with her parents and they're strict. She is like 400km away
Only option is the Oktoberfest, where we already agreed to meet someday... before we started dating.
Hopefully she's still down and by then she doesn't have a boyfriend.
