I met her at work and we have encountered each other three times. First, She smiled at me but before we got to talk, her attention was called by a manager. Then that same night she caught me staring...i know. Then the next encounter, she came into the break-room and i acted visibly shy and nervous, she said hi and i took a while to answer, staring with a wide mouth and probably did it in a low voice, another guy said hi back and they started talking. She went into the locker room and I joked to the guy that it was time to get out of there and i left. The last time was rather unfortunate as my eyes were tearing up from having an eyelash caught in them or when i get too nervous, it looked like I was crying. Damn. She peered over to me and gave me a look that seemed like anger or dismissal and I looked around frantically to break eye contact.
What are my chances with this girl. Can I change her impression of me.

Because if you let this drag on, you will turn into the creepy guy that won't stop staring at her. It may be cute the first time, but it's unsettling once you start taking glances at her every day.
Not exactly sure what that whole last bit was about when you mentioned she looked at you with "anger or dismissal." Maybe another user understands this better than me and can help out. To me, if she really was looking at you this way, then that may be because she's tired of seeing you look at her and is consequently annoyed that you haven't talked to her yet.
From what you wrote, its pretty clear she is at least intrigued, if not, outright attracted to you.
Word of advice though, don't put too much pressure on yourself. The more you say to yourself "I don't want to screw this up," the likelier you are to screw it up.
Just relax, take a deep breath, and go talk to her.
