What's the optimal time to send a "Ball in your Court" text after her last text?

Recently met a girl and she's flaked the past 2-3 times, the last time I gave her a benefit of the doubt because she did seem she was a bit sick. However, today I texted her again and offered to meet for drinks sometime to which she completely sidestepped the question and just mentioned something about her Halloween.

Then about 1.5 hours later she messages "Hungry "

At this point, should I send her a "Ball in your Court" text tomorrow or would a few hours after her irrelevant text be fine?
