I think I remember reading that in a post by one of the more experienced guys here? It might have been Chase or Franco but I am unsure. Hypothetically, wouldn't a virgin get a girlfriend, then they are both work on it together and the guy will give his girl and women in general great sex?
Why do you need experience with many women to be good at sex in general?

I think your question is very broad and that comment is highly dependent on context. Can you find that comment?
For instance, from a woman's POV, the seducing process is actually part of the experience; so if you're good at conducting them to the bedroom, then you're already "good at bed" (so to speak). In that scenario, you become sexually experienced with women by meeting lots of them.
On the other hand, if we're talking strictly about rhythm, thrusting, lasting longer, good oral, dirty talk and the act itself, then you are correct, greater exposure will lead to getting better faster, yeah.
