First what is fra:

Ok guys so i decided to add to the post an addendum:

Take a person A - having a job and bills to pay, a family working 60ish hours a week would he rather choose to file a suit or just let it be and choose to go to his/her career, he got office tomorrow, bills to pay and Family and friends to meet. Not saying he will not be affected he/she will be feel bad but they would rather focus their energy on existing obligations.

Take person B unemployed and lonely, maybe lazy (as in not wanting a career or employement) that suit acts as a simulation to his/her life keeping him/her engaged in something, so likely to file.
