Thing is, he wants to make sure everyone gets everything. Sometimes you will get some things intuitively, and you will find that he is rambling a lot... however the times you don't - you will be happy he did that. Now someone else may find those things you consider "rambling" less intuitive and will be happy about him going deeper into it, and the thing you did not find intuitive, he may find them to be "rambling".
Yeah, Chase is a master at avoiding misunderstandings in his writing by just explaining everything, including all prerequisite knowledge as well as all his presuppositions, one by one, and then backing them up with reasoning, logic and proof, also one by one, and finally, tying it all together.
